Colonial Secretary's Office,
Hongkong, 20th February, 1899.
I am directed to acknowledge the receipt of your letter of the 8th ultimo, relative to the Victoria Jubilee Road, and to state for the information of the Jubilee Committee that the question of the construction of the proposed first section of the road from Kennedy Town round Mount Davis has been reported upon by General Black and General Gascoigne, who are both opposed to it on military grounds, and that His Excellency the Governor would not therefore feel justified in approving of it at present.
It is a matter of regret to His Excellency that the military objections were not pointed out to your Committee when the construction of this section of the road was first proposed.
To the Honourable
W. P. Chater,
C.M.G.,
Chairman, Jubilee Committee.
I have &c.
